刘志辉，新疆大学资源与环境科学学院教授、博士、博士生导师，新疆大学干旱生态环境研究所所长，兼绿洲生态教育部重点实验室副主任。此外还兼任新疆地理学会副理事长、常务理事，新疆水土保持学会副理事长、常务理事，新疆遥感应用技术协会常务理事，新疆水利学会常务理事、学术委员会委员、水文专业委员会副主任委员。
学术成果
长期从事水资源与环境、生态及环境规划、土地资源规划与评价等领域的教学与科研，曾留学奥地利和瑞士，并在分布式流域模型、“3S”技术应用、决策支持系统、水资源管理等方面的研究有新成果。现指导博士后2人，博士生5人，硕士生19人。先后主持过国家自然科学基金项目4项和重点项目子课题1项，且参加过3项。主持过国家教育部项目3项和水利部公益基金项目1项。参加过科技部“科技支撑”项目1项，国际合作项目5项等，曾获得省部级奖五次。发表论文近110篇。
获奖纪录
其科研和教学成果曾获自治区科技进步三等奖2次、四等奖1次，自治区优秀学术论文二等奖3次、三等奖1次，自治区首届高校教学名师奖, 宝钢优秀教师奖1次。
